- Wirkungsanalysen stellen ein wichtiges Planungsinstrument dar, um die positiven wie negativen Folgen eines geplanten Vorhabens abschätzen und steuern zu können. Abseits von Umwelt- oder Sozialverträglichkeitsprüfungen fehlt es in Deutschland jedoch an Möglichkeiten, die Wirkungen von Vorhaben auf kollektive kulturelle Belange zu bewerten, denen in Minderheitenkontexten wie der sorbischen/wendischen Lausitz jedoch besondere Bedeutung zukommt. Das Arbeitspapier bietet einen Überblick bestehender Arten der Wirkungsanalyse. Der Fokus liegt hierbei auf dem Cultural Impact Assessment (deutsch: Kulturverträglichkeitsprüfung), das spezifisch entwickelt wurde, um Minderheitenbedarfe in Planungsprozesse adäquat einzubinden. Anhand eines konkreten Beispiels aus Neuseeland werden abschließend erste Anknüpfungspunkte für eine Kulturverträglichkeitsprüfung in der sorbisch/wendisch geprägten Lausitz entwickelt.

- Analyze wucynkow su wažny instrument planowanja, pśez kótaryž móžo se šacowaś a regulěrowaś, kótare pozitiwne a negatiwne wucynki planowany projekt změjo. Mimo pśespytowanjow, kak něco se wustatkujo na wobswět abo na socialne struktury, njedajo w Nimskej žednych móžnosćow wucynki projektow na kolektiwne a kulturelne nastupnosći pógódnośiś. Rowno to pak jo glědajucy na mjeńšyny, na př. na serbsku Łužycu, wósebnje wažne. Źěłowa papjera pokazujo, kótare typy analyze statkownosći južo eksistěruju. Fokus lažy pśi tom na pósuźowanju wustatkowanja na kulturu (Cultural Impact Assessment). Ten rěd jo se wósebnje wuwił za to, aby se pótrjebnosći mjeńšynow adekwatnje do planowańskich procesow integrěrowali. Na zakłaźe konkretnego pśikłada z Nowoseelandskeje wuwijaju se na kóńcu prědne wuchadnišća za pśespytowanje wucynkow na kulturu w serbskej Łužycy.

- Impact assessments are a crucial planning tool, enabling the evaluation and mitigation of the positive and negative consequences of a planned project. However, apart from environmental or social impact assessments, there is a lack of opportunities in Germany to assess the impact of projects on collective cultural aspects, which are of particular importance in minority contexts such as Sorbian/Wendish Lusatia. This working paper provides an overview of existing types of impact analysis. Specific attention is paid to cultural impact assessment, which was specifically developed to adequately integrate the needs of minorities into planning processes. Finally, using a specific example from New Zealand, the first starting points for a cultural impact assessment in Sorbian/Wendish Lusatia will be developed.
